ISO 27001 Certification Cost: Build a Budget from Your Scope

Separate certification fees, preparation, staff time and remediation. Learn what to include in a quote request and a first-year ISO 27001 budget.

ISO 27001CertificationCostBudget

An ISO 27001 budget starts with the scope of the information security management system. The number of employees matters, but it cannot tell you which services, locations and dependencies must be reviewed, or how much work is already in place.

Separate the certification body’s invoice from the cost of preparing and operating the ISMS. Otherwise, a modest audit quote can be mistaken for the whole project budget.

Give certification bodies the same scope

Prepare a short brief describing the legal entities, products, locations, staff and outsourced processes you intend to include. Explain significant technology or organisational complexity and any existing management system. Ask the certification body to clarify what further information it needs to size the engagement.

Request a breakdown of the initial audit, expected follow-up, surveillance and recertification arrangements. Establish whether travel, taxes or additional review days are included. Ask how changes to scope or unresolved findings affect the quote.

Compare proposals on that basis. A lower price for a narrower scope does not necessarily meet the same customer requirement. Confirm that the proposed certificate would cover the service your customer is asking about.

Estimate preparation from the gaps

A preparation budget should cover both the management system and the applicable controls. The ISO standard defines the ISMS requirements; an Annex A checklist is only part of that work.

Work Budget question
Scope and risk assessment Who defines boundaries, evaluates risks and approves treatment?
Policies and procedures Which documents need to be written, corrected or put into operation?
Control changes What engineering, supplier or operational work is missing?
Internal audit Who can perform the review with suitable competence and objectivity?
Management review Which decisions need leadership time and supporting information?
Evidence and corrective actions Who checks the records and follows unresolved issues through to completion?

For each gap, distinguish a missing document from a missing process. Writing down a recovery procedure is a different task from proving that the service can be restored. Estimate the work needed to reach an observable result.

Count internal time explicitly

List the people who will coordinate the programme, provide evidence, implement changes and answer audit questions. Estimate their hours using the work list, then apply your organisation’s own cost rates.

For illustration, 120 hours at EUR 80 per hour is EUR 9,600 of staff time. Those are example inputs, not a benchmark for an ISO 27001 project. Replace them with your own estimates and distinguish this opportunity cost from cash you must pay externally.

Check availability as well as cost. If the engineering lead has no capacity until after a release, buying software will not remove that scheduling constraint.

Decide where specialist help is useful

A consultant may help establish the ISMS, review a difficult scope or support implementation. Ask which tasks they own and which remain with your team. Keep the formal certification engagement separate and check any independence requirements with the certification body.

You may also need technical testing, legal advice or supplier work. Budget those against identified needs, rather than assuming every company needs the same package of services.

Include the cost of keeping it running

After certification, the ISMS still needs review, evidence, corrective actions and attention when the organisation changes. Include recurring audit arrangements, subscriptions and staff time in the next year’s budget. A completed initial project does not eliminate those costs.

AuditFront’s gap-analysis workbook can help organise the Annex A review. The app provides a separate guided assessment; its published subscription prices cover software, not certification fees or implementation work. Use your findings to request scoped quotes and revise the budget as assumptions become firmer.
